move address bar won't stick

I would like to move the address bar to the top window along side of the menu bar, however, the change does not stick. Is there a place where I can set the order of the address bar, button bar, etc or make the change stick?

Currently PWB does not support this. I have added Toolbar ordering to our to do list.
