Having a strange issue with TurboTax.com

At our library, patrons can go to TurboTax.com, but when they try to log in, PWB freezes.
I have added the line saying "IEBrowserEmulation=10000" to the ini file, and at first, it worked, but suddenly, it's stopped.
We changed it to 10001, but still nothing.
If I log in as an admin, and log into it through IE10, it seems to work fine.
Has anyone seen this issue, or something similar?

The setting "IEBrowserEmulation=10000" will do nothing if you are using IE 10, as you are telling PWB to use IE 10 in native mode which it already does be default.

You could try upgrading to IE 11.
