We are currently having a problem with https://www.foodworkercard.wa.gov/index.html
The machines are Windows 7 using IE 11.0.9600.16428CO and PWB v2.11.7 and Flash 11.9.900.170.
The site still insists that we upgrade Flash. When I access the site using just IE, it loads fine, only through PWB does it state that we need to update Flash.
We also currently have XP machines using IE8 and PWB v 2.11.6 and they have no problem with this site after a Flash update, just the Win7 machines.

Are you using the 32 or 64 bit version of PWB?
Try using PWB version 2.11.9. Otherwise try copying the 2.11.6 EXE file to the Windows 7 computer to rule out an issue with PWB 2.11.7.

Finally got a day to run some tests.
I tried versions 2.11.6, 2.11.7, 2.11.9. I tried the x64 and x86 versions. I tried copying the .exe file and I tried full installs. Nothing seems to work. I even checked with version 2.10 and it still did not recognize Flash and asked for an upgrade.
Some other things I've noticed. We still have two branches that the ERS computers are still on XP. They use version 2.11.6 and the site comes up fine. They are the same model of Dell computer as the ones we are having problems with. Model OptiPlex 960 or 990.
I have test machines for these two branches that we will be using to replace the XP machines. Dell OptiPlex 3010. These use version 2.11.9 and also have no problem with the site.
All machines have no problem with the site when running IE 11 (or IE8 for the XP machines), it is just the Win7, OptiPlex 960/990 machines that have the problem in PWB.

Does the site give the message right away, or do you need to click on one of the links?
Try setting the following in your INI file.
[Browser]
IEBrowserEmulation=10001
This will have PWB use IE in IE 10 Standards mode.

It looks like turning on IE standards mode should fix the issue.

That did the trick!
Working on 5 out of 6 machines tested. I think the one that it didn't work on just needs a flash update for real.
