PWB freezing up after the enabling of add lang. packs

We have been trying to update a language pack on a machine in a library we support. The machine not only runs PWB v.2 but is also locked down with Windows steady state. After downloading and endabling the additional language pack and restarting the machine it freezes when PWB is pulling up the card catalogue which that machine is locked to by PWB. Any suggestions would be greatly appreciated!
