Adding the following to the command line that starts PWB can fix the On Screen Keyboard not showing in certain circumstances.

At what point in time does the error occur? For example When logging onto the computer, over time when PWB is being used, or on a specific URL?

Try using PWB with an unedited INI file to rule out any configuration issues.

Use the PWB URL filter to prevent access to URL instead using the proxy.
