If you want to allow anything other then HTTP sites, then only access HTTP is not for you. You should use the URL filters instead.

You can use the PWB URL filter to filter out the C: drive.

There is a start up script that will start anything you need to run at startup when using PWB as the shell. This is specified in the PWB INI Files section.

You can also specify applications to run at logon in the Windows registry Run key.

Instead of using home as the inactivity action, use restart and set inactivity start on open to false. AutoRestart will cause problem with disable second instance since the second instance starts a new thread and AutoRestart tries to keep it open while PWB tries to close it.

Have you tried using the PWB setting restart on close instead of AutoRestart?

Do you have the URL of the web site along with an excerpt from your URL file that we can test?

What happens is the web site opens an About:Blank window which is allowed, but the site PWB is redirected to is not, resulting in the About:Blank window being displayed.
