Working on 5 out of 6 machines tested. I think the one that it didn't work on just needs a flash update for real.

Finally got a day to run some tests. I tried versions 2.11.6, 2.11.7, 2.11.9. I tried the x64 and x86 versions. I tried copying the .exe file and I tried full installs. Nothing seems to work. We are currently having a problem with https://www.foodworkercard.wa.gov/index.html The machines are Windows 7 using IE 11.0.9600.16428CO and PWB v2.11.7 and Flash 11.9.900.170. We do have Win7 64 bit machines and using the v2.144 PWB we don't have this problem.
The ones we are having the problem with are the other machines which are XP with IE8. They are on PWB 2.10, I've tested with 2.11 and the 2.114 you pointed out and the problem still persists.

Using IE 8.0.6001.18702 on the XP machines.
I tried the v2.114 beta and still have the same results.
Updated Flash and JAva just to make sure and still the same results.

Sharing violation with URL.txt

Lately, if our public machines are rebooted PWB will give this error:
"Encountered a sharing violation while accessing URL.txt."

PWB will not open until this box is closed. After that, it runs fine. ntil it is booted again.
