It ended up that I had to add the url to IE's trusted site list, it wasnt looking at the local internet settings.

Scott, I have enabled all activex options in IE but keep receiving "command execution of file:///c:/progra~/AGS/Prior%Births%20Index/Ark%20Viewer.exe disallowed by user." This only happens while accessing through PWB, if I click on the same link in IE without PWB, then it prompts me to all...
